隨著氣候變遷與碳排放問題加劇,農村旅遊的永續發展成為重要課題。目前針對農村旅遊的低碳評估指標仍屬缺乏,旅遊開發對環境與社區的影響難以有效控制。本研究目的在建構農村旅遊的低碳評估指標,作為政策制定與推廣永續旅遊參考依據。並採用模糊德爾菲法篩選指標,結合層級分析法評估權重,涵蓋農村環境與資源、交通運輸等七大面向及其下30項指標。結果顯示,「農村環境與資源」為最關鍵面向,其次為「交通運輸」與「社區意識」。細部指標中,「步行系統」、「自行車道系統」及「環境平衡發展」的權重最高,反映農村低碳旅遊發展須優先考量基礎設施與環境管理。本研究可作為農村社區發展低碳旅遊的評估工具,促進永續農村旅遊的實踐。
With the intensification of climate change and carbon emission issues, the sustainable development of rural tourism has become a critical concern. However, the lack of low-carbon evaluation indicators, specifically for rural tourism, has made it challenging to control the environmental and community impacts of tourism development effectively. This study establishes a framework of low-carbon evaluation indicators for rural tourism, providing a reference for policy formulation and the promotion of sustainable tourism. This study employs the fuzzy Delphi method to select indicators and uses the analytic hierarchy process (AHP) to evaluate their weights. The framework covers seven dimensions, including rural environment and resources, transportation, and tourist accommodation, with 30 specific indicators. The results indicate that transportation is a major challenge, while “rural environment and resources” is unanimously recognized as the most critical dimension for advancing low-carbon rural tourism, followed by “transportation” and “community awareness.” Among the specific indicators, “pedestrian system,” “bicycle lane system,” and “environmental balance development” have the highest weights, highlighting the need to prioritize infrastructure and environmental management in rural low-carbon tourism development. The framework developed in this study serves as an evaluation tool for rural communities to promote the implementation of sustainable rural tourism.
